Green hills ring the City of Proctor, which is in a village setting, providing charm and atmosphere. Originally called White City because of the large number of tents that newly arrived residents used as homes, Proctor was established in the 1800's as part of the development of the railroad, mining and steel industries. Residents of Proctor enjoy the urban qualities of a healthy and diverse economy, excellent schools, and an abundance of recreational activities and events. At the same time, they appreciate the comforts and conveniences of small town life affordable housing, friendly people and low crime.

City Hall and Community Center
The modern building known as the Proctor Community Center houses many departments of city government, including City Administration, Police Department and the Utilities Department. The Historical Society and Cable TV programs are also in this beautiful building. The other side of the building is the "hub of the community" serving the area with all types of functions/activities, for example: AARP, CPR training, safety training, community lunches, a library, computer/internet area, senior citizen activities and the home of Mentor Duluth, serving the Proctor and Hermantown area.
